What is the "Housing Authority"?
The Jackson/Teton County Housing Authority (JTCHA) is a seperate entity from the Affordable Housing Department. It is a regional Housing Authority under the Town of Jackson and Teton County. It exists to purchase and own properties. It can also carry debt, which is limited for Town and County governments.
HAB Role
The role of the Board of Directors (HAB) is to counsel the Housing Manager on management of Housing Authority owned properties, approve or deny Critical Services Provider applications, and to hear appeals of decisions made by the Housing Manager. The Board will also make recommendations to the elected officials concerning policies of the Housing Department.

Annie Kent Droppert, Housing Authority Board Chair
Term: March 15, 2019 - February 1, 2024
Annie a partner at Geittmann, Larson, and Swift LLP and owns an Attainable Home through the Jackson Teton County Housing Authority. She is also the head coach of the Jackson Hole Lacrosse Club’s U15 Girls’ team.
Annie’s interest in affordable housing began when she worked as a Legal Extern for the Town of Jackson in 2013. Her interest has only grown as she’s watched friends leave the valley because of the lack of affordable housing. Prior to moving to Jackson, Annie earned a Bachelor of Arts degree in finance from the University of Washington and a Juris Doctorate from Lewis and Clark Law School.
Estela Torres, Housing Authority Board Vice Chair
Term: February 3, 2020 - February 1, 2025
Estela moved to Jackson in 1981, and raised two daughters here. She is employed at One22 as an Immigrant Support Specialist, and was formerly the Executive Director of the Latino Resource Center. She has served as a Habitat Family Selection Committee member for several years, is a graduate of Leadership Jackson Hole 2018,and former START Board member. She is passionate about giving back to the community and helping people secure affordable housing.
Justin Henry, Housing Authority Board Clerk
Term: February 9, 2021 - February 1, 2026
Justin is the Chief Operating Officer of the Fine Dining Restaurant Group where he manages growth and day-to-day operations for 10 local businesses in the Valley. He is passionate about attracting and retaining great talent in Jackson through job creation and career development.
During his 14 years in Jackson, Justin has seen the importance of affordable housing from every perspective; first, as young person looking for a place to live in their first season, to becoming an affordable homeowner in Jackson through the Jackson Teton County Housing Authority, to selling that home and passing the opportunity on to another local family. Now, as a major employer in the Valley he knows that for our community, businesses and local culture to thrive, we must safeguard and grow affordable housing to preserve and enhance the incredible place Jackson continues to become.

HSB Description & Role
The Housing Supply Board is an advisory board that counsels the Affordable Housing Department Director on matters related to workforce housing supply in Teton County and the Town of Jackson. Ideal board candidates will have expertise in some or all of the following: site design, building design, housing finance, construction management, preservation/conservation, communications, land acquisition/sale, Federal/State housing programs, and livable communities.
Description of Duties: The board is intended to function in a highly collaborative and hands on manner, engaging in traditional and progressive approaches to housing supply. Examples of projects or tasks tackled by this board include: developing Requests for Proposals to develop workforce housing, creating capital programs, and vetting potential capital projects.

Matt Faupel
Term: January 1, 2019 - December 31, 2021
Matt has lived in Jackson for 14 years. He is in the Real Estate & Development business and currently volunteers for PAWS, Breakfast Rotary, former START Board, and Ducks Unlimited. Matt became a Jackson Teton County Housing Authority Board member to help effect change as the community is dealing with a large housing issue. Being in the real estate and development business gives him a good understanding of the regulations and helps him understand the challenges workforce and affordable housing faces as he deals with it on a daily basis. Matt enjoys living in Jackson because of the National Forests, Parks, community, philanthropy, culture, and the accessibility and ethos of the business leaders.
Jeff Collins
Term: January 1, 2019 - December 31, 2021
Jeff started coming to Jackson in the early 1990’s working during the summer months to support himself through college. He has two children who were born and raised in Jackson. Living in Jackson with two children Jeff has experienced the high cost of housing in Jackson and working two jobs to make ends meet. He started working with First Interstate Bank in early 2001 and is now in the real estate lending department. He specializes in affordable, deed restricted housing loans and has helped 100’s of people finance the purchase of their first home.
He is a long time Habitat for Humanity volunteer and has served on several Habitat committees. Jeff spend several years as a board member for the Teton County Housing Authority. Jeff has volunteered his time and financial knowledge with CLIMB Wyoming graduating student and upcoming Habitat homeowners.
Laura Bonich
Term: January 1, 2018 - December 31, 2020
Laura is the Director of Business Development at NV5, a leader in the delivery of sustainable solutions for civil infrastructure. As a LEED Accredited Professional, she has spent the last 20 years advocating for design code changes and engineering solutions for complex master-planned communities and revitalization of mixed-use districts. Laura is a full member of the Urban Land Institute, past branch president of the American Society of Civil Engineers, Chair of the Institute for Sustainable Infrastructure’s National Technical Committee for the ENVISION rating system, and a member of the Harvard Graduate School of Design Sustainable Infrastructure Advisory Board.

Fred Arbuckle
Term: January 6, 2020 - December 31, 2023
Fred Arbuckle and his wife, Helen have been members of the Jackson Hole community since 2007, and full-time residents since the end of 2017. The couple have two grown sons; Dan and Kyle.
Fred received an undergraduate degree from the University of California, Pomona and a graduate degree from the University of Michigan. Professionally, he served as president of his company, Morrow Development, since 1993, and prior to that spent most of his working career in the real estate industry.
Morrow Development was the master developer of the award-winning Villages of La Costa in Carlsbad, CA, a property consisting of four villages, including over 350 affordable housing units. Morrow Development also worked with a private owner on the planning, sales, and marketing of various properties around Telluride, Colorado.
Previously, Arbuckle served as vice president of a number of home building companies in Texas, and southern California. This included working for one of the nation’s largest developers of adult active retirement communities. Early in his career he worked for several professional design firms and was involved in the design of communities, homes and commercial projects throughout the United States, in Chile, Mexico, the middle east, Singapore and Malaysia.
Arbuckle has served as past president of several homeowners associations; as past chair of the Carlsbad Chamber of Commerce; past member of the Carlsbad Li- brary Foundation Board of Directors, and past member of the Pro-Kids/First Tee Board of Directors. He received an honorable discharge from the United States Army.

Housing Authority Board
The Housing Authority Board is appointed as follows: The Town Council appoints one board member, the County Commissioners appoint a second board member, then those two board members appoint the third board member. The board positions are reevaluated annually to determine who will act as Chair, Vice-Chair, and Clerk.
